Integrated Revenue Management System (SIRM)
SIRM
is a large system that was developed by CUSTOR to automate Tax collection
activities. SIRM currently implemented at the
Addis
Ababa
and Dire Dawa City Administrations.
The
system is currently deployed in ten Subcities and 99 Kebeles of the Addis Ababa
City Administration. It runs on Windows 2003 based Network at each site which
is interconnected through the
ETC's
wireless broadband network.
SIRM
has been recently extended to support online Tax declaration at
www.aarevenue.net/online.aspx .
SIRM
has seven major subsystems:

The
Customer Database Maintenance Subsystem
is used to register the demographic details, payment data, business details,
and other basic data about each taxpayer. It serves as a backbone for the other
subsystems.
The
Data Collection Subsystem is used
to record a database of transactions collected from different sources such as
the Customs Authority, Factories and Public bodies. The collected data is used
as input during tax assessment.
The
Tax Assessment Subsystem is the
core component which is used to assess and compute taxes and penalties based on
different regulations and proclamations. It enables the automatic assessment of
the following tax types:

Profit Tax, Personal Income Tax, Excise Tax, Sales/Turnover Tax, Rental Income
Tax, Advertisement, Municipality and Trade License Service Charges.
The
Tax Collection System is used to
produce receipts, produce daily transaction list and other financial reports.
The
Archives Management Subsystem enables
file and correspondence tracking, as well as the follow-up and the distribution
of assessment notification letters.
The
Legal Case Manegment System is used to automatically identify and generate the
list of defaulting taxpayers for tax enforcement. It is used for tracking court
cases.
The
Clearance Issuance Subsystem is
used for the issuance of clearance certificates to taxpayers, after checking
that the taxpayer has settled his/her tax liabilities.
